Copyright issue

Most of the text in this article is taken verbatim from the BC Hydro website. There is some (minor) added value in making a copy of the info in the Wiki, since it can later be integrated with supplemental info authored by others.

However, the problem is that BC Hydro owns the copyright on this text. We cannot simply copy and edit it without their permission.

Therefore, I think we need to rework this article. For the moment, perhaps just provide an "executive summary" of what the area is about and then provide a link to BC Hydro for the details.
